Reconciliation rules
| Rule | Behaviour |
|---|---|
| ATO / VA / OFF / SL / EL / HOL | Time off (SL = sick leave, EL = education leave, HOL = holiday). Zero bookable availability expected for the entire LB interval. Any bookable HC slot is an ERROR. |
| AD / AR / AF / PDT (Administrative) | Admin time (AR = regional, AF = facility, PDT = professional development). Non-bookable HC coverage expected; the specific code or the generic AD unavailable reason is accepted. |
| TVP | Treated as non-clinical, non-bookable across the LB interval. |
| PMT | Non-bookable expected; a LUN- unavailable reason is accepted as a substitute between 12:30 PM and 1:30 PM. |
| Clinical patterns | Pattern slots are expanded, clipped to LB start/stop, and compared interval by interval against reconstructed HC coverage. |
| Pattern versioning | Latest effective date on or before the schedule date wins; Current Candidate breaks ties. Unresolvable ties become REVIEW. |
| Block comparison | Blocks are normalized (uppercase, alphanumeric only) before exact set comparison; missing and unexpected blocks are reported separately. |
| Coverage | Any LB minute with no HC row is a coverage gap and reported as an ERROR. |
